It’s fair and ensures that the region gets to spend time with both countries, which might be important for its development.

How about shared custody? Germany gets Alsace-Lorraine for one week, then France gets it for one week and so on. It’s fair and ensures that the region gets to spend time with both countries, which might be important for its development.
