Apple does it at least a little more sensibly imo. When you open Activity Monitor on your 18-core macbook and see the single number indicating CPU usage is at 600%, you get a better idea of how intensely your machine is working. An equivalent windows/linux machine would report 50%, all other things equal

Glances in Linux does both. There is an average total usage but there is also process usage and for the latter, 100% means one core fully utilised. 600% means 6 cores fully utilised for that process.
