I believe they incorporated Azov’s fighting units essentially, but the Azov ‘brand’ and org for want of a better word remain separate. But that’s also a pretty tenuous distinction when it comes to actual fighting, whether the state has materially supported them when the inevitable Nazi terror blowback comes etc.
Isn’t it appropriate here? Azov isn’t officially part of the Ukrainian state.
