The top 9% of population would be above 115iq. While high IQ is more of a diagnosis than anything, the statistics are real. I don’t know why you don’t want to consider top 9% as “high”. What is high in your opinion?

Well the average is normed to 100. So 120 is not the minimum for above average. The top 9% of population would be above 115iq.
