Not really, especially not the National Guard. These people have normal day jobs and signed up to get an extra paycheck for like one weekend a month and occasionally helping after a natural disaster.
Most of them signed up hoping to do no work, and if they did do work it would probably be unequivocally good, like rescuing people in a hurricane.
