Using bed bugs as a torture method sounds quite evil.

• Plausible deniability. (sorry, we did not care about hygiene, but inmates transported them) While breeding the bugs in a lab somewhere
• Psychological warfare: Once the inmate realizes bedbugs are around, and he can not change that, he can not rest/sleep well.
• Pathogens might be applied to the bed bugs, destroying the inmates immune-system slowly, again with plausible deniability.
