Be hard on the drug suppliers, but help the victims of those drug dealers by giving them treatment. That should be one of the nation building projects. Build a shit load of treatment centers and group homes for the mentally ill homeless. Absolutely drop the hammer on gangs such as hell angels who are bringing this shit into the country.
