If you’ve read the Constitution then I’ve got some bad news for you. Unless you interpret its amendments, then good news. But then there was the Southeast Asia doctrine by Kennedy, Johnson and Nixon… which is bad news. But then there is good news if you follow the War Powers Resolution of 1973. Oh but then there’s some muddy waters about Emergency Powers which goes back and forth with the Supreme Court which ultimately is bad news.
