California governor made threat amid reports Trump is weighing huge federal funding cuts targeting state
There is an implied contract between the States and the Federal government regarding taxation. The Federal government cannot cut funding to a State and still expect them to keep their end of that agreement.
Take away our federal road funding, and we’ll lower the drinking age to 10.
This is the kind of thing that could get him elected president or thrown in jail. Or possibly both.
If both, that would be the first. If history repeats, then Newsom should back down or better suck up to the oligarch gods to be elected president. Check it out

“Planning” is a big word. Threatening more like.
The gist is that California is basically the source of most of the USA’s tax revenue, and gets back less percentage in benefits from the federal government than any other state. They have like the 6th largest economy in the world if they were their own country.
Despite this, Trump has repeatedly threatened to cut those federal programs benefiting California even further. This was Newsom’s response.
California would be the fourth largest if it were a country topping India, Japan, UK, France, Italy, Canada, and Brazil.
