    There is an implied contract between the States and the Federal government regarding taxation. The Federal government cannot cut funding to a State and still expect them to keep their end of that agreement.

    Does it need to be paid in a specific way? I would like to see the most petty way it could be paid out. I imagine with such a large amount people would quit or refuse to count it.

      “Planning” is a big word. Threatening more like.

      The gist is that California is basically the source of most of the USA’s tax revenue, and gets back less percentage in benefits from the federal government than any other state. They have like the 6th largest economy in the world if they were their own country.

      Despite this, Trump has repeatedly threatened to cut those federal programs benefiting California even further. This was Newsom’s response.
