Your mistake here is thinking that the american state functions to do literally anything positive for the people, it does not. It is not. I can’t say exactly why that is (probably several reasons), but the US has significantly higher rates of food poisoning compared to other western countries.
This is not a defence of other western countries obviously, merely highlighting that the US is in a league of its own when it comes to being uniquely awful at anything involving regulation.
I am nearly 50 and have never met or heard of anyone getting food poisoning except in American media.
As one of those weirdos that fine drinking raw milk, I beg this country to not allow it to be sold third party.
If you want it make the effort to get it straight from the tap or make the effort to drive out to the farm where you can see the process and pick the milk up directly.
